While there are other debate timing apps available (including iDebate), nothing comes close to LabTimer.

Designed for timing multiple test tubs during lab experiments, it has four independent timers that can be set to different start times, labeled (for instance, Constructive, Rebuttal, Aff Prep, Neg Prep), runs in the background, and has a non-annoying chime.
